Psychosocial risk inventory

The risk inventory is one of the mandatory documents of the PGR, Brazil’s Risk Management Program. Since May 26, 2026, work-related psychosocial risk factors are part of it, alongside the other occupational risks.

What the inventory must contain

How psychosocial factors enter the inventory

They enter the PGR risk inventory through ergonomic factors.

As an ergonomic factor

NR-1 includes work-related psychosocial risk factors among the risks linked to ergonomic factors.

Through the Preliminary Ergonomic Assessment

The results of the AEP become part of the PGR risk inventory.

Through the demands of the work

The assessment considers the demands of the work activity and how effective the prevention measures already in place are.

The company records its severity and likelihood scales, risk levels, and classification and decision criteria.

Action plan, review and record keeping

The inventory feeds the action plan and has to keep up with changes in the work.

Lists the prevention measures to introduce, improve or keep, with a schedule, owners, follow-up and measurement of results.

Priority

The number of workers who may be affected is a criterion for raising the priority of an action.

Review

The risk assessment is reviewed every two years or when one of the situations listed in the rule occurs. With a certified occupational health and safety management system, the period can reach three years.

Updates and record keeping

The inventory is kept up to date, and the history of updates is kept for at least 20 years.

Frequently asked questions

Questions about the inventory

What companies ask when they add psychosocial risk to the PGR.

  • It is the record of work-related psychosocial risk factors in the PGR risk inventory. It follows the same items NR-1 requires for any occupational risk, from the description of activities to the classification for the action plan.

  • No. According to Brazil’s Ministry of Labor and Employment, there is no standard format for the risk inventory. The GRO/PGR Manual shows example spreadsheets for reference only.

  • In general, NR-1 and NR-17 do not require a specific profession, and the organization appoints a person or team with adequate technical knowledge. Some sector rules do: NR-18, for example, requires a legally qualified occupational safety professional for the construction PGR.

  • The inventory must be kept up to date. The risk assessment is reviewed every two years, or up to three years with a certified occupational health and safety management system, and sooner when one of the situations listed in the rule occurs. NR-1 sets no separate period for psychosocial risk.

  • Yes. The NR-1 chapter 1.8 exemption, for individual microentrepreneurs (MEI) and for micro and small companies in risk grades 1 and 2 under certain conditions, covers the PGR, not risk management. The Preliminary Ergonomic Assessment, which includes psychosocial factors, remains mandatory.

  • Not on its own, as long as the company can show, on technical grounds, that it identified hazards, assessed working conditions and analyzed risks, with the method, criteria and evidence it used. That is what the Ministry of Labor’s Q&A says.
